Alright, let's tally up the scores.

Dr. Haos: Slightly difficult to use, but other than that, there is no downside to your card. I specifically said "well-balanced", and since this is a Special Ability too, I'm sorry, this cannot work.
Jhound27: Another Special Ability. That makes it tougher to grade... A powerful repercussion, but this could still make a likely win on the final shot, however not an AUTOMATIC win, so yes, you pass.
Darkus Doom: FUSION Ability? That's even worse. I like the title, but it looks like you rushed on the idea. This is an automatic win or even a draw for any battle. I can't allow it.
RunosBrother19: Another Fusion ability... However, a decent price. It's certainly powerful, but you had better mean for the rest of the BRAWL, otherwise you don't pass. If that's what you meant, you barely pass.
Hal-G: Special ability, but a nice title. I can see you've put some thought into this, and it has an incredibly dangerous drawback to it. However, it is an automatic win card. Despite you pass, I can't allow for this card to be made.
yugi58: Smart move, a REGULAR ability card. (It doesn't affect your score, but you abuse the word "rage" a little...) A bit powerful, but so is the price to it, so... you came CLOSE to passing, if you simply had the nullified Gate card part excluded, you would've.
DarkPrinceOfAwesome: Another regular ability, and a clever title. Pretty good, but not that great a drawback. Since it's not exactly overpowered, you pass.
Unknown: Special Ability again, but a decent title. Seems fine to me. It doesn't destroy anything, and it has a powerful repercussion so you pass. Nice job.
New Shadow: Fusion Ability, but not a half-bad title. As astonishing as it is, you pass using a Fusion Ability card. The drawbacks are well-placed, it's not too powerful a benefit, and this card can technically be used for the OPPONENT as well, if he/she happens to be using a Haos Tigrerra. Nice work.

Haos overflow- All haos tigreeras gain 100 G's
requirements- win a battle with the tigreera with the 300 G's
aftermath (if they lost)- the tigreera loses 250 G's
aftermath (if they won)- the tigreera keeps the 300 g's but cannot use fusion abilities anymore.

Requirements: A pyrus bakugan. Battling of your opponents gate card
Type: Ability
Effect: Shoot in a second bakugan and combine Gs. Your the gate card is also nullified.
Aftermath: The bakugan you shoot in is defeated after that battle.

Name: Icicle Frenzy

Card Type: Special Ability

Requirements: Your Aquos bakugan on the field.

Effect: Destroy any bakugan on the field with lower Gs than your selected bakugan

Aftermath: The selected bakugan stays on the gate card for five turns. The gate card is nullifie, your bakugan is lowered to 0 Gs, and you are unable to play ability cards with that bakugan.

After Aftermath: After the five turns have passed your bakugan gains half of it's orignial Gs and must stay on that gate card until the end of the brawl.

Name- Demonic Tiger Blade
Type- Fusion Ability
Effect- Allows your Haos Balinese Tigrerra to increase her power level by 250 G's.
Aftermath- Balinese Tigrerra can't play any Special Ability cards for the rest of this battle.

Type- Fusion Ability
Name - Detonation
Effect- Activate when you lose a battle. Your oppoents bakugan blows up and loses.

S. Ability- Aqua Jet
Requirements- Aquos Preyas or Sirenoid ( or evos )
Effect- Boost your bakugan by 200 G's and then attack any bakugan on the field.
Aftermath- your baugan is defeated and cannot be used the rest of the brawl.

Special Ability- Haos Blast
Requirements- 3 Haos bakugan ( 1 being a haos Drago )
Effect- When 3 haos bakugan that belong to you are in play they all boost by 100 G's and decrease on of your opponents by 50.
